Moving the menu bar back to the built-in retina display causes the problem to reoccur again so I'm pretty sure it's the cause for me. My Result: It started working on both my extended monitor and my DisplayLink USB Adapter monitor(used to work around M1 chip limitation). Drag the 'menu bar' to one of the external external monitor.Bring up the Displays arrangement preference.I hope it helps someone else who loves LiceCAP but struggles with this issue. The good news is that I was able to resolve it today with a trick I haven't seen anyone else mention yet. After a recent laptop refresh where I'm now working of a new M1 2020 Air running Big Sur 11.6 I ran into this issue again. I'm a big fan of LICEcap, but I have struggled with this black screen issue on different external monitors for the past few years.
